NEWS FROM THE CHAMBERS

STAFFING MATTERS

There have been a few changes in the Shire over the last couple of months which has included:

Resignations

DCEO

Community Development Officer (CDO)

Recruitment

The DCEO position being reassessed with the new position being advertised as - will become Corporate Services Manager

The CDO position has now been advertised.

Applications have closed for the recruitment of depot staff (leading hand and plant operator).

Other staffing matters

The new Building Officer/EHO Allan Ramsay has now joined the Shire and is currently working out of the administration office 2

days per week.

Staff were reminded of a few things recently via CEO internal Memo including the enforcement of Council policy with regard to

personal use of Council motor vehicles.

A HR review is currently being underway with position descriptions being reviewed for a number of positions with priority being

given to those roles which are currently vacant including the Rates Officer, Corporate Services Manager and Human Resource

Advisor.

SUICIDE PREVENTION COMMITTEE

The very first meeting of the Suicide Prevention Committee was held on 18 July 2017 with a second meeting being planned for

September. Staff will be investigating the availability of grants to assist in the development of a Suicide Prevention Plan.

WALGA

The CEO and Shire President recently attended the office of WALGA to discuss policies and procedures with James McGovern and the

Enterprise Bargaining Agreement (EBA) with Scott Roffey.

LOCAL GOVERNMENT WEEK

Several Councillors together with the CEO will be attending Local Government Week during the month of August. Attendees will be

providing reports to Council on activities and information sessions attended.

2017 ORDINARY ELECTION

Council approved the staff recommendation that the 2017 Ordinary Election be conducted by the Electoral Commission and the method of

conducting the election would be as a postal election.

ANNUAL BUDGET 2017-2018

Council adopted the 2017-2018 annual budget with the following recommendations:

1.

That the Annual Budget for the 2017-18 year as presented be adopted.

2.

That in conformity with the adopted budget that Council hereby levies rates for the year ended 30 June 2018 as hereunder:

General rate 9.3242 cents in the $ on GRV and 0.6969 cents in the $ on UV;

Minimum rates be $420 per assessment on all GRV valuations and $550 on all UV Valuations;

An incentive scheme of four (4) by $500 cash prizes be offered to encourage payment of rates in full within 35 days of the issue of

the rate notice;

A late payment penalty of 11% pa be added to the general rates unpaid 35 days after the issue of the rate notice, but not applying to

those ratepayers who elect to pay by instalments, except this will not apply to pensioners deferred rates;

An instalment plan interest rate of 5.5% be charged for those ratepayers electing to pay their rates bill by instalments;

An administration fee of $4.50 be charged on all assessments per instalment;

ESL on all properties is $75.00 as per legislation;

3.

Sanitation Charges – That Council levy charges for the year ending 30th June 2018 as hereunder:

Sewerage charges of $168.00 per connection or ability to connect be charged for sewerage at both Calingiri and

Yerecoin townsites;

Rubbish removal charges of $176.75 per annum per 240ltr bin weekly service on GRV properties and UV properties.

For additional bins the charges are $176.75 per bin.

For the Calingiri Townsite there is a charge of $94.00 per annum per 240ltr recycling bin.

4.

That the 2017-18 Schedule of Fees and Charges be included in the budget document.

This resolution was passed 8/1 with Cr Broadhurst asking that his negative vote be recorded
