Gravel - Price Paid to Landowners

It was decided at the January Council meeting, that the decision relating to prices paid to

landowners for gravel be held over until such time as prices could be obtained from

neighbouring Shires on their charges.

After Councillors were advised of these prices, it was resolved that the price paid to

landowners for gravel remains at $1.00 plus GST, per cubic metre for the 2017-2018

financial year.

Half Yearly Budget Review

Council adopted the half yearly review of the 2016-2017 Annual Budget as presented.

Ward and Representation Review

A report was presented to Council with an analysis of ward representation options

including the input received through public consultation, to assist Council coming to a

resolution.

Clause 6 (3) of Schedule 2.2 of the Local Government Act provides for the Local

Government Advisory Board to require a local government to review its wards and

representation. The Council received a request from the Board dated 30 August 2016 to

review representation to address the imbalances in representation. The Board

acknowledged that the Shire undertook a review in 2014. However, as there is an

imbalance in the ward ratios, under the Act, the Shire was required to consider a further

review.

Dr Chris Berry, former Executive Officer to the Board, was engaged in October 2016 to

assist the Council with the review.

The recommendation was:

That Council, after considering all submissions received, recommend to the Local

Government Advisory Board that an order be made under s2.2 (1) of the Local

Government Act to abolish the ward system and reduce the number of Councillors to 7

to take effect from the October 2017 election.

This motion was lost 2/5 and two foreshadowed motions were raised and carried (as

follows:

RESOLUTION 28/2017

That Council, after considering all submissions received, recommends to the Local

Government Advisory Board that an order be made under s2.2 (1) of the Local

Government Act to a 4 Ward system for the Shire of Victoria Plains to take effect from

the October 2017 election due to the majority responses received in the Community

submissions.
